摘要
上个世纪90年代以来,乡村卫生服务一体化管理制度在一定程度上改善了农村医疗卫生服务状况。但调查发现,我国农村地区乡、村两级的医务人员及其组织仍存在诸多上下不连贯、协作性不强的断裂现象,严重影响了乡村一体化的管理效率。笔者认为应在乡村两级开展人力资源一体化改革,通过建立"轮转模式",激发医务人员的工作热情,拓宽工作视野,增进上下机构间的协作,从根本上提升一体化管理效率,推动乡村卫生服务一体化进程。
Since the 1990s, the management of Integration of Rural Health Services has improved the status of Medical and Health Services in rural areas. Nevertheless, we found that there are many problems in human resources among the townships and villages, such as the discordance and discontinuity. We hold that we can stimulate the working passion and broaden the vision by building the "Rotation System" between township and village. And through this way we can enhance the efficiency of the integrated management finally promote the rural integration process funda- mentally.
