摘要
"中美日安全形势与对策"研讨会各与会专家就"当前国际形势与中美日三边关系"、"中美关系的新形势与新挑战"、"东亚安全形势与中日关系的新挑战"和"中国的应对之策"等四个议题报告了自己的最新研究成果并展开了热烈的讨论,对国际形势的根本判断、中国应对形势变化的策略等问题,形成了比较一致的认识。与会专家认为,首先,维持当前相对和平的国际环境,有利于中国在未来取得更有利的博弈地位。其次,尽管摩擦和冲突在未来相当长的时间内会持续存在,但中日美之间不大可能出现大规模武装冲突。通过折冲樽俎而非兵戎相见的手段谋取利益,是未来中国对日、对美以及应对周边态势的政策立足点。最后,科学划分中国的核心利益、重大利益及一般利益等不同层次的国家利益,是确保政策有效性、可持续性的基础。
The experts and scholars at the symposium held heated discussions about four related subjects: the current international situation,new situations and new challenge arising within the China-US-Japan trilateral relationship and within China-US relations,the security situation in East Asia and the new challenges in Sino-Japanese relations,and China’s countermeasures.Consistent understandings were reached about the international pattern and China’s countermeasures.First,China is benefiting from the peaceful international environment and will have more 'strategic degrees of freedom' in the future if the peace is kept longer.Second,although frictions and conflicts will persist in the future for a long time,large-scale armed conflicts between Japan,the United States and China are unlikely to arise.In view of this,non-violent fights for a peaceful international environment for China’s rise is necessary and possible.Third,it is important to identify different levels of China’s national interests,such as vital interests,extremely important interests,important interests and less important or secondary interests.
