摘要
结合高校科研创新团队经费支持和科研管理的实践,系统研究了高校科研创新团队成员知识创新的激励机制。通过模型分析发现,团队成员知识创新的内在动机(成果的未来收益)应该成为知识创新激励机制设计的核心,团队的经费支持应该成为机制设计的补充措施。采用动态分析的视角将高校科研创新团队成员知识创新的动机分为声誉建立和声誉获利两个阶段。在声誉建立阶段,团队成员对知识创新成果未来收益进行预期而选择相应的努力水平,而声誉获利阶段是成果收益的实现阶段,同时又对未来的知识创新提供了新的预期。最后,结合当前中国科研资助的实践,提出"当期资助与未来奖励"并存的知识创新激励机制,以强化知识创新的内在动机。
This paper discusses the knowledge innovation incentive mechanism of university scientific research inno- vation team members, basing on the practice of university scientific research innovation teams' funding support and scientific research management. The modeling analysis tells us that the intrinsic motivation of team members knowledge innovation, which is the future benefits of team members' knowledge innovation outputs, should be the focus of knowledge innovation incentive mechanism design, while teams' funding support, the extrinsic motivation, should play the supplement roles in the knowledge innovation incentive mechanism design. The motivations of team members' knowledge innovation comprise of two stages of reputation establishment and reputation profit. In the reputation establishment stage, the team members choose their effort levels according to the knowledge innova- tion outputs' future benefits, and the reputation profit stage is realizing the knowledge innovation outputs' benefits, which then forms the new expectation to the forthcoming knowledge innovation. At last the 'present funding sup- port and future rewarding' mechanism is presented for encouraging knowledge innovations of team members to en- force the knowledge innovation intrinsic motivations, and take a scientific research funding example in china to support the idea.
