摘要
目前,河南省农村投融资主体投入不足、管理机制不健全、决策机制不完善。在城乡统筹视野下解决河南省农村投融资问题,应发挥政府财政投资的导向功能以及农业集体和农民作为农业投资的主体作用,创新农村投融资方式、管理机制和决策机制。这将有利于保障农村经济的健康、可持续发展,推进城乡统筹发展目标的实现,加快河南省"三农"问题的解决。
The problems of rural investment and financing in Henan are the lack of investment subject, unsound management mechanism and imperfect decision-maklng mechanism. In order to solve these problems in the view of an overall rural-urben development plan, the rural investment and financing ways, management system and decision-making mechanism should be innovated by means of giving full play to the guiding role of financial investment and the subjective role of agricultural collectives and farmers. It will be conducive to ensuring the healthy and sustainable development of the rural economy, help realize the goal of the overall urban-mini development plan, and speed up the settlement of the Three Rural Issues in Henan.
