摘要
高速铁路建设项目由于工程复杂、金额巨大,投资风险大,单靠公共部门无法承担全部投资风险,引入私营部门成为控制高速铁路建设项目投资风险的重要途径。如何通过风险转移、风险分散、风险自留等风险控制手段,将投资风险在公共部门与私营部门之间进行合理分配是做好高速铁路建设项目投资风险控制工作的关键。帕累托最优是资源有效配置的均衡状态,在风险管理中实现帕累托最优是风险控制的目标。以帕累托最优为出发点,探索一条风险控制路径,将风险分配给各参与方,实现风险分担的帕累托最优。
Investment risk in express railway is complex because of its complex engineering projects and huge funds.The public section cannot undertake all the investment risk.Private section can do something to control the investment risk.Through risk transfer,diversification,retention and other risk control methods how to allocate the risk between public and private sector is the key point in risk control.Pareto optimal is the goal of risk control,which is effective in resource utilization.A path beginning with Pareto optimality,to reach the Pareto optimal of risk sharing is found.
