摘要
怀化市是湖南省的重点林区。自 1985年以来 ,全市林业累计投入 2 0多亿元。存在的问题是投入机制不活 ,投入总量不足 ,投入结构不合理。提出建立和完善林业基金制度 ,建立公益林补偿制度 ,采取综合措施 ,搞好商品林业建设投入。
Huaihua city is an important forestry area in Hunan province.Since 1995 toally more than 200 million yuan has been invested in the forestry. However,the investment system is not perfect,investment fund is limited and using of investment fund is unreasonable. Because of the problems mentioned above,suggestions about estabilshing and perfecting the forestry fund system,establishing compensation measure to invest in commercial forest were pointed out in this paper.
