摘要
本文对８０年代以来上海市郊区“三集中”实施的现状、存在问题及制约因素进行了总结和分析，提出今后上海市郊区城镇化的发展战略应由“均衡发展”所有小城镇转变为“重点建设”中小城市和中心镇的重点发展战略，并提出了实施这一发展战略的政策建议。
This paper summarizes and analyses the current situation, problems and restriction in conducting the 'Three concentration' strategy in Shanghai suburb since 1980s, which refers to the concentration of settlement, industry and cultivated land. It brings forward that the urbanization strategy in Shanghai suburb should be develop some central towns, instead of all the small towns, and makes several policy suggestions to put it into practice.
