摘要
科技成果转化是一个由企业、科研机构、大学及中介机构等各类机构构成的系统,科技成果转化政策体系是这个系统的统一框架体系的主要内容。科技成果转化系统中各要素要形成联动,有效地促进企业、大学及科研院所的技术诚信及生产力的实现。科技成果转化政策的制定应紧密围绕科技成果转化系统的运行、政策的统一性和系统性等方面来完成。
Transformation of scientific and technological achievements is a system made up of enterprise, research institute, university, intermediary service company and so on. The policy system of transformation of scientific and technological achievements is a part of the whole system. Elements of the system should be interactive to promote the technology credit and the realization of productivity of enterprise, university and research institute. The policy making of transformation of scientific and technological achievements should be combined with the system operation of transformation of sci - tech achievements, the unity and systematization of policy.
