摘要
作为国家行政管理体系中最基层的行政机关,乡镇政府是链接国家和农村的结合点。乡镇政府改革关系到党和人民群众的血肉联系,关系到建设社会主义新农村、构建和谐社会和全面小康社会目标的顺利实现。在构建服务型政府的背景下,结合现阶段我国中西部地区乡镇政府管理服务过程中出现的问题,指出乡镇政府改革的路径。
