摘要
国家重大科技项目因其导向性和前瞻性、综合性和集成性、高投入和高风险性、组织管理的复杂性等特点,在项目申报、过程管理和结题验收等环节存在诸多风险,如信息不对称风险、时间节点风险、项目过程管理和经费管理风险等。各项目承担单位通过建立风险管理体系,将风险控制纳入到日常科研管理工作中,及时识别风险并控制其发生发展,对完善单位科研管理流程、确保国家重大科技项目顺利实施具有重要意义。
In view of the fact that the National Major S＆T Program is target-oriented, forward-looking, comprehensive, integrated, high-investment and high-risk, there are many risks in scientific research management, such as information asymmetry, timing, process management and funds management in the program application, process management and program report conclusion. In order to prevent these risks, it is necessary for unit to establish the risk control system and bring it into usual scientific research management. Recognizing the risk in time and controlling its occurrence and development can improve the processes management, and ensure the smooth implementation of the National Major S＆T Program .
