A Study of Factors that Affect Governments' R&D Supports and Enterprises' R&D Investment——Based on Research of System Dynamics

摘要本文采用系统动力学工具对政府R&D资助与企业R&D行为的影响因素进行探讨,结果表明:政府R&D投入会产生杠杆效应带动企业自身研发投入,但企业对政府R&D投入的过度依赖则会因挤出效应对企业自身R&D投入产生负面影响;而市场集中度、项目风险改善程度及行业技术特性可能是影响二者关系的重要因素。 This paper uses system dynamics to discuss the factors that affect governments＇ supports to R＆D and enterprises＇ investment in R＆D. The result shows governments＇ R＆D supports could enhance enterprises＇ R＆D investment by leverage effect, but if enterprises depend too much on government R＆D investment, there will have negative impacts on enterprises because of extrusion effect. Also, market concentration, degree of risk improvement and technical characteristics of the industry will significantly affect governments＇ R＆D supports and enterprises＇ R＆D investment.
