摘要
创新社会管理是经济社会发展的必然要求。党和政府高度重视,加强和创新社会管理上升为"国家战略",是当前党和国家全局工作的重点。近年来,我国社会管理实践取得了一系列成效的同时也存在诸多问题,究其原因是社会民众公共精神的缺失。通过公民社会、公民教育、法制建设培育社会民众的公共精神,对于加快和加强社会管理创新具有重要意义。
Reforming the social administration is an important requirement for the economic and social develop- ment to which our Party and government attach great importance. To enhance and reform the social administration has been taken as a ＂national strategy＂ and now it is the key to the over-all work of Chinese Party and state. Recently, we has achieved some success in the practice of social management, but there are some problems and the causes for them are the lack of the public spirit of people. Developing people＇s public spirit through the civil society, civil education and legal construction will be of great significance for the rapid growth of social management.
