摘要
开展电力用户与发电企业直接交易试点,是我国电力市场化改革的一项重大举措。但从试点情况看,直接交易试点仍存在一些问题,某种程度上影响直接交易试点工作的开展。对直接交易的目的、交易实质、输配电价、结算等进行了探讨,提出继续推进直接交易试点,需要统一认识,坚持正确的方向,坚持积极稳妥、试点先行,坚持统筹兼顾、协同推进。
Establishing the direct trading pilot between power users and power generation enterprises is a significant initiative to commercialize and reform our country＇ s electric power market. But some problems occurred in the course of pilot, which has affected implementation of the pilot work to some extent. This paper discusses the goal ＆ essence of the direct transaction, the power transmission ＆ distribution tariff, and the mechanism for financial settlement, and points out that it is quite necessary for further advancing direct transaction pilot to unite understanding, follow the correct direction, stick to the principle of rapid but stable promotion through pilot, and the principle of coordinated and concerted progress.
