摘要
"不发展"命题既有理论的合理性,又有实践的针对性。以公共图书馆理论为基础,刍议农村图书馆事业的"不发展"命题。首先,农村图书馆建设不是天经地义,它是阅读行为中以最小投入来获得最大社会效益的理性选择。其次,政府不一定会为农村图书馆的发展提供经费保障,发展经费不会来自经营运作,不能夸大社会力量的作用。探究"不发展"命题是为了对盲目发展的理性纠偏,"不发展"时也需要开展农村图书服务。
＂Dont develop＂ proposition has both the rationality of the theory and the pertinence of practice. Based on public library theory, the author thinks the rural library construction is not taken for granted, it is a rational choice with minimal input to realize its maximize social benefits in read- ing. The government will not necessarily afford for the development of the rural library, development spending will not come from business operation, and we cant exaggerate social forces. Exploring this proposition is to rectify a deviation of the pell - mell development, and thinks it is also need to de- velop rural library services.
