摘要
基本公共服务均等化是推进主体功能区建设必不可少的前提条件和政策手段。从广东的实际情况看,各类主体功能区之间在提供公共服务的能力和基本公共服务的水平上存在较大差距。实现基本公共服务均等化,必须不断提高财政收入,调整优化财政支出结构;提高欠发达地区的财政资金组织能力,缩小区域间财政支出的差距;建立与主体功能区划相适应的转移支付制度,提高生态发展区政府履行公共服务职能的能力。
Equalization of basic public service is essential precondition and policy measures of promoting the ribbon construction. According to realities of Guangdong, there is relatively large gap of the ability to provide public services and public service level of the various ribbons. To achieve the equalization of basic public service, the government must continue to increase fiscal revenue, adjust the structure of fiscal expenditure, improving the ability to organize budgetary funds of less developed areas, narrow the financial expenditure gap between the different regions, establish the transfer and payment system, improve the ability to fulfill the public service of the eco-development zone.
