摘要
以环京津贫困地区的生态退耕为背景,结合退耕还林工程的实际情况,对该区域生态补偿标准进行了初步研究。主要从"生态退耕"、"土地资源合理利用"和"环境权利与义务的公正分配"三个不同的角度讨论了生态补偿标准的构成,并以张承地区17个贫困县为例进行了基于退耕的生态补偿标准的测算,以期促进生态补偿区和受益区经济的协调发展。
On the background of ecological conversion of returning cultivated land to woodland of poverty-stricken areas surrounding Beijing and Tianjin,combining with the actual situation of the project of conversion of returning cultivated land to woodland,the paper carries preliminary study on ecological compensation standard.It discusses on the composition of ecological compensation standard mainly from three different points of view of 'ecological conversion of returning cultivated land to woodland','rational use of land resource' and 'equitable distribution of environmental right and duty' and calculates the ecological compensation standard based on the returned cultivated land by taking 17 poverty-stricken counties of Zhangjiakou and Chengde as an example for promoting harmonious development of the economy of compensated and benefited regions.
