摘要
本文对我国医疗、医药市场主体的制度偏好及通过分业实现医疗、医药产业协调发展存在的困境提出了一个基于利益相关者行为的解释。通过分析认为,医药分业对于打破医疗机构在药品购销产业链中的垄断地位、实现医疗市场和医药市场的充分竞争、促进医疗产业和医药产业协调有序发展、减轻患者负担、维护人民群众生命健康意义重大。但由于补偿机制不健全、医疗服务递送体系缺乏、医疗保险支付制度不完善等问题,我国医药分业难以实现上述目标。要通过医药分业,实现医疗与医药产业的协调发展,必须完善相关制度建设。
The essay makes a study on medical treatment, the system of subjectivity in medical market and the dilemma of medical separation of dispensing and prescribing. Through the analysis, the essay draws the conclusion that medical separation of dispensing and prescribing is significant in the process of breaking medical institutions＇ monopoly in pharmaceuticals industrial chain, making the medical market more competitive, reducing burdens on patients and maintaining people＇ s health. Due to existing problems in the system of compensation mechanism, medical insurance payment, medical service delivery, the aim of reformation can not be achieved. It is urgent to improve the correlative systems.
