摘要
加强农业基础地位,发展现代农业,建立以工促农、以城带乡长效机制,形成城乡经济社会发展一体化新格局,是党的"十七大"提出的重要战略任务。发展现代农业,实现农业发展方式的转变,对于保证整个国民经济的健康快速发展和社会的稳定,具有重要的意义。本文阐述了农业经济结构调整的意义,分析了农业结构调整的现状、面临的困难及要达到的目标,提出了促进农业经济发展方式转变的财政政策建议。
Strengthening the position of agriculture as the foundation,developing modernization agriculture,setting up a permanent mechanism of industry promoting agriculture and urban areas helping rural areas,and forming a new pattern that integrates economic and social development in urban and rural areas are important strategic goals formulated at the Seventeenth National Congress of the Communist Party of China.Developing modernization agriculture and promoting the transformation of the pattern of agricultural development play a significant role to ensure healthy and rapid development of the whole national economy and social stability.This paper proposes the significance of economic structural adjustment of agriculture and objectives,analyses the status of agricultural structure adjustment,the difficulties and the goal,then put forward some suggestions of fiscal policies on how to promote the transformation of the pattern of agricultural development by the government.
