摘要
建立决策、执行、监督既相互制约又相互协调的权力结构和运行机制是我国政治体制改革的新探索。决策、执行、监督"权力三分"与西方的"三权分立"制度有本质不同。推行"权力三分"改革是消除我国权力过分集中弊端,发展社会主义民主,贯彻科学发展观,实现国家权力配置科学化的必然要求。目前我们需要在宏观政治体制上、行政系统内和执政党内三个维度上思考和构建"权力三分"制约与协调机制。
It＇s a new exploration to the reforms of the political system in China to establish a power structure and operation mechanism to coordinate and restrain the relations of decision,execution and supervision.The ＂three separations of powers＂ of Decision-making,Implementation and Monitoring is essentially different from the＂Separation of Three Powers＂ in western society.To implement the reforms of＂three separations of powers＂ is the inevitable demand for solving the problem of power over-concentration in our country,for developing socialistic democracy,for carrying out the views on scientific development and for realizing the scientific layout of powers of the government.At present,we need to think about and establish the coordinating and restraining mechanism of the three separations of powers in three dimensions including the macroscopical political system,the administrative system and the party in power.
