摘要
结合专利的本质从定性的角度探讨专利对科技进步的促进作用,并利用灰色关联分析法定量研究专利申请量、专利授权量、专利授权率、发明专利授权量、专利实施许可量、专利无效请求量、专利纠纷案件量、专利有效累计量等指标和科技进步的关联性大小,以便科学地认识和了解专利作用科技进步的具体途径,科学控制相关因素,实现专利促使科技进步作用最大化。针对分析提出专利促进科技进步的具体措施和战略对策。
One purpose of the patent system is to protect and encourage invention and creation and to promote the advance-ment of technology. The paper elaborates how patent promotes the scientific and technological progress from the qualitative aspect. It uses the Gray Relational Analysis to quantitatively examin the relationship between the progress of the science and technology and the amount of the application for patent,authorizing amount of the patent,authorizing rate of patent, authorizing amount of the patent for invention,the amount of patent implement,the amount of patent invalid declaration, the amount of patent dispute,and the amount of effective patent accumulation,etc. In this case,we can scientifically learn and understand the concrete ways of how patent promotes the scientific and technological progress and the related scientific factors to maximize the effect. According to the above analyses,this paper puts forward the concrete methods and strategic countermeasures of how patent can promotes the scientific and technological progress
