摘要
我国的技术创新服务平台建设是在国家和地方这两个层次开展的,在部分地方省市区构建的已有技术创新服务平台基础上,中央正在建设国家层次的技术创新服务平台。本文基于技术创新服务平台的"互补性"和"服务半径"概念,提出从地方平台到国家平台构建的四种理论模式,并通过总结欧洲制造技术平台和荷兰创新平台的建设经验,提出国家技术创新服务平台对地方技术创新服务平台的战略引领作用。最后以纺织产业技术创新服务平台为例进行了实证研究,提出纺织产业的国家技术创新服务平台建设应遵循动态调整的原则,有计划、分步骤地开展,优先考虑从"布局型"过渡到"虚拟联合型"的发展模式。
Based on some regional technological innovation service platforms, China is initiating the national technological innovation service platform program. This paper puts forward four propositions for building a national innovation service platform as the complementarities of regional technological innovation service platforms and their service radius. By summarizing the experiences of the European technology platform of manufacturing technologies and Dutch innovation platform, this paper argues that the national technological innovation service platform should guide the development of regional technological innovation service platform. Taking technological innovation service platform of textile industry as the case, this paper concludes that national textile industry technological innovation service platform should observe the principle of dynamic adjustment and conduct a step-by-step development, which should transform from ＂unattached layout＂ to ＂virtual alliance＂ firstly.
