摘要
"双转移"对促进广东省区域经济协调发展具有重要意义。广东省具有工业结构相似度比较低、政策及区域合作、地缘、人缘优势及文化背景相似等优势;同时,也存在承接地产业整体水平比较低,基础设施落后,劳动力转移成效受制约,转出地产业发展水平差异等不利因素。对此,应创新产业转移的微观转移模式,以产业集群为抓手,变单一产业转移为产业链整合导向转移,提高珠三角产业转型升级能力,加强粤东西及北部地区的环境建设,完善劳动力培训就业及宣传等转移机制。
＂Dual-transfer＂ is of significance to the harmonious development of regional economy in Guangdong province.Guangdong province is provided with the advantages of low similarity of industrial structure,favorable policy,geographical convenience,good human relations and similar culture background etc;meanwhile,it also has the disadvantages like the low overall industrial level of the incoming places,lagging infrastructure,restricted labor transfer effect,and difference of industrial level of outgoing places.Therefore,efforts should be made to create the micro transfer model of industrial transfer;change single industry transfer to integral transfer of industrial chain;improve upgrade capability of industrial transformation of Pearl River Delta;strengthen environment construction of the east,west and north of Guangdong;perfect the transfer system of labor force training and employment propaganda etc.
