摘要
公共卫生安全保障的最终目的是保护人群的健康,是健康的防御系统。加强公共卫生安全保障,是保障人民群众身体健康和生命安全的根本要求。随着医学技术、预防机制的不断改进,我国公共卫生安全保障有了长足的进步。现结合近年的文献、观点,主要从公共卫生安全保障的重要性着手,从公共卫生安全保障的循证原则、伦理学原则、公平性原则以及建立大公共卫生战略思想、多层次全方位的公共卫生体系等公共卫生安全保障的基本措施方面阐述现阶段我国公共卫生安全保障的现状。
Public health safeguard is a defence system for people′s health with the ultimate goal to protect people′s health.The enhancement of public health security,which is based requirement to ensure people′s safety and healthy.The health surpport system in China,with the unceasing improvement of medical technology and of nation-wide disease prevention mechanism,has made substantial progress.This paper,based upon the integration of the recent documents and ideas,starts with the revealing of the importance of public health safeguard and then follows the evidence-based medicine,ethnics and fair principles as to elaborate on the current situation of China′s public health surport with the integration of certain aspects of basic working strategies including the theories and practice of the establishment of the long-term,nation-wide and all-dimentional,multi-tiered public health service system.
