摘要
按照特高压电网发展规划,中国将形成华北—华中—华东跨区同步互联电网。文中对大区联网统一协调低频减载方案及大区联络线低频解列设定值提出要求,对DL 428—91《电力系统自动低频减负荷技术规定》提出修改建议。分析评价调速系统模型及大规模风电对低频减载方案制定的影响。通过理论证明国外自适应低频减载目前在国内不应大规模采用。提出了采用直流调制解决电网严重故障下频率稳定的方法,结果表明,可以大幅提高电网频率稳定性能,降低电网低频减载装置动作切除负荷的风险。
According to the development program of UHV power grid,an inter-area synchronized power grid interconnecting North China power grid,Central China power grid and East China power grid.there is a new demand for the unified coordinative load shedding program and tie-lines separation of low-frequency settings.Modification suggestions are made for DL 428—91 《technical requirements for power system under-frequency load shedding》.The effects of governor models and large-scale wind power on the scheme are analyzed.Theoretical analyses show that the adaptive load shedding method should not be large-scale used by theory.A HVDC modulation method is proposed to improve the system frequency stability under serious system faults,the simulation results demonstrate that the proposed method works well and reduces the risk of low frequency load-shedding in the power system.
