摘要
随着经济一体化进程的加快,区域间产业联系越来越紧密。分析区域产业活动CO2的排放问题不能不分析区域间的产业联系。由于中国区域之间的产业结构、技术水平和能源利用效率存在很大的差异,在不同地区不同产业实施相同的减排措施,对全国产生的减排效果也会存在很大的差异。定量衡量这种差异对于中国CO2减排措施的实施和CDM项目的落实具有很强的指导意义。本研究在区域间投入产出表的基础上,利用中国各省市自治区分行业的碳排放系数,建立了中国区域产业结构调整的CO2减排模型,对各区域各行业的减排效果进行了分析。结论认为,东北地区和中部地区是减排效果最为明显的区域,而电力、热力、化工、采掘、金属冶炼以及非金属制品等重工业行业是节能减排工作的重点行业。
The relationship between regions is more g-ration. We cannot ignore the impacts between regions for and more intense with the development of economic inte- studying the problem of CO2 emission reduction of region- al industry activities. In China, it has different reduction effect with the same measure but different region, since the industry structures, technology levels and efficiencies of energy use have a big disparity between regions. To gauge the discrepancy has a significant guidance for implement CO2 emission reduction measures and CDM projects. This article set up the CO2 emission reduction model of regional industry structure adjustment on the bases of inter- regional input-output table and the regional industry sectors' CO2 emission coefficient in China, then analyzed the reduction effects of each region and sector. The conclusion is that the Northeast and Middle areas are the most effi- cient regions to reduce CO2 emission in China, and the heavy industries, such as electric and heat power suppl- ying, chemistry producing, mining, metal smelting and nonmetal processing, are the key sectors refering to the work of energy-saving and CO2 emission reduction.
