摘要
随着《城乡规划法》的颁布实施,控制性详细规划在编制程序、编制方法、编制内容、规划实施上较之以往均产生了诸多重大变革。沈阳市启动的新一轮控制性详细规划全覆盖工作,通过制定一系列的技术指导文件,实行分层落实、分区平衡的控制方式,确立标准、简洁、实用的成果构成,构建面向规划管理的一张图理正平台,实现了地域上的全覆盖、规划层次上的无缝衔接,建立起了动态更新的规划管理机制,提高了控规的法定性、科学性和规范性。
When the urban-rural planning law was enacted it changed the requirements for the compilation, methods, content, and implementation of regulatory plans. Shenyang＇s new regulatory plans create a simple document standard that is divided into separate layers and districts and establishes one drawing management platform. The regulatory plans cover the entire urban area and are highly coordinated with other plans to establish a dynamic planning management system.
