摘要
改革开放三十年以来政府改革不断深入,随着市场经济的发展,公共部门不可避免的卷入到市场化的浪潮之中,部分公共服务的民营化供给在一定程度解决了原有供给模式中存在的资源低效利用,政府财政压力剧增的问题。但是这种新的公共服务供给模式也不可避免的产生了一些问题。针对所出现的问题,十堰市公交改制提供了比较典型的分析样本,而委托代理理论对分析并解决该问题提供了比较新颖的理论分析视角。
Government＇s reform has been developing for 30 years since the year of ＂Reform and Opening--up＂. The public department is involved in the wave of market--based tide. Part of the public has become a major trend. In the past,the government played a major role in the supply of public services. It brings lots of problems such as the high increased pressure on governments finances. Inefficient using of public resources has become normal, socal problems occur frequently. The public service privatization provides us a new visual angle, but it brings some probems inevitably. The reform of Shiyan pubic transportation provides us a typical example, and the Principal--Agent Theory brings us a novel visual to solve the current problems of public service privatization.
