摘要
深化行政管理体制改革是党的十七大提出的全面推进我国改革开放事业重大战略任务之一。党中央、国务院高度重视,十七届二中全会专门研究了深化行政管理体制改革的若干意见,十七届四中全会提出提高党的执政能力与干部选拔任用等都是事关行政管理体制改革的重大问题。本文从行政管理者应具备的内在品质和价值取向入手,分析了行政管理体制改革过程中信念、诚实、信任、参与、协作、自信等不可忽视的隐性元素,这些元素对深化行政管理体制改革、提高行政效能、建设人民满意的政府至关重要。
Deepening the reform of the administrative system is one of the important strategies put forward by the Seventeenth National Congress of the Communist Party of China. The Party Central Committee and the State Council attach great importance to it all the time. This paper first sings high praise for the strategy and then analyzes some recessive characters which can not be neglected in the reform of administrative system from the perspective of the innate qualities and the values of the administrator. These characters play an important role in improving administrative efficiency to build governments that people are satisfied.
