摘要
北京市地铁四号线是国内首个以PPP模式引入港资,以特许经营方式运营的城市轨道交通建设项目。PPP融资模式和特许经营模式的引入使北京市地铁运作的产权关系发生了变化,这种变化对我国交通投融资体制改革、运营机制的创新以及政府职能的转变都产生了积极的影响。尽管特许经营模式下的北京地铁四号线能否成为我国轨道交通运营业的成功范例还需要时间的检验,但和其他垄断行业一样,我国轨道交通行业的体制改革势在必行,产权关系的转变也是大势所趋。
Beijing Subway Line 4 is the first urban railway construction project invested by Hong Kong's company in PPP model.Beijing subway's ownership is changed by the introduction of PPP financing model and the introduction of franchise business model.This change has produced a positive impact on China's reform of investing and financing system,the innovation of operation mechanism and transformation of government functions.Although whether Beijing Metro Line 4 in the franchise mode can become a successful example still needs time to prove,like other monopoly industries,the reform of China's railway industry and the change of property relations are imperative.
