摘要
2004年以来,我国城市房价成倍上涨、"房价租售比"差距加大、"房价收入比"严重失衡。究其原因,主要是由于房地产市场流动性过多、家庭联合购房倾向的普遍化、地方政府"土地财政"要求、部分政府官员的"权力寻租"行为、政府政策不配套等。必须合理疏导流动性,强化住房市场需求管理,优化财政结构,完善房地产调控政策,以有效抑制投机性需求、促进房地产市场价格的理性回归和市场的正常发展。
The housing price in China has increased manifolds since 2004. The gap of the sale and rental ratio is being widened and the housing price to income ratio is unreasonable. The redundant liquidity of real estate market, the generalization of family joint house-purchasing mode, the land-based finance controlled by local govern-ment, the power-seek-rent made by some officials and the lack of coordination in central policy are considered to be main reasons. Therefore, liquidity should be dredged reasonably and demand management to housing market shouldbe strengthened. Meanwhile, financial structure should be optimized and control measures of real estate market should be completed, so that the speculative demand can be urged effectively, housing price can be normalized more rationally and real estate market can be developed more normally.
