2000年前中国经济仍将以8％的速度发展,2010年前将保持在7％左右。初步预测,2000年中国国内石油需求量为1.95亿吨,2010年可能为2.65亿吨。今后中国发展石油工业的基本政策是:立足国内,保持石油、石化生产持续稳定增长;油气并举,加快天然气的开发利用;厉行节约,提高能源利用效率;坚持对外开放,扩大国际石油合作。中国石油公司正在转变成为自主经营、自负盈亏、自我约束和自我发展的法人实体,政府赋予它们充分的经营自主权、投资决策权和内外贸易权。它们将以效益最大化为目标,根据市场需要和变化来安排生产和销售,国家主要对其进行宏观指导和间接调控。中国石油工业的这种新体制和格局将伴随我们进入21世纪,并不断得到改进和完善。中国已成为亚太地区油气供需结构和贸易投资中的一个重要平衡力量。为迎接石油工业面临的经济和技术挑战,中国石油界愿与各国同行相互交流,探讨扩大油气工业合作的机会,为促进亚太地区的油气工业发展而努力。
State policy calls for the annual growth rate of China' s economy to reach 8% by the year 2000 and level out at approximately 7% by 2010. It is estimated that annual oil demand will reach 195 Mt by 2000 and 265 Mt by 2010. The following basic policies will be implemented in order to promote the future development of China' s petroleum industry. Sustained development of petroleum and petrochemical production will be promoted, relying primarily on domestic resources; development and utilization of natural gas will be accelerated; energy efficiency and conservation will be enhanced; and the open
policy maintained and international cooperation expanded.
China' s petroleum companies are currently being restructured as self-managed legal entities, responsible for their own profits and losses and granted full operational, investment decision-making, and domestic and foreign trading rights by the government. They will seek maximum efficiency in production and distribution through planning in accordance with market demand and changes, with government intervention to be limited to macro guidance and indirect regulation. This new mechanism and framework will continue to undergo revision and improvement as it carries China's petroleum industry into the 21st century.
China has become an important force in balancing investment and the petroleum supply and demand structure in the Asian-Pacific region. In order to meet the economic and technological challenges facing the world petroleumj industry, China' s petroleum industry hopes to continue to broaden its exchanges with other countries, explore opportunities for increased cooperation, and further promote the development of the petroleum industry in the Asian-Pacific region.
