摘要
转型时期的中国处在突发公共事件频发阶段,当前迫切需要提高保障公共安全与应对突发事件的能力。目前,应急产业概念的提出尚处于初始状态,应急产业在我国的理论研究与实践发展还处于起步阶段。本文提出了应急产业的定义与特征,探讨应急产业的内涵与分类,运用自组织理论分析我国应急产业发展的动力机制,提出推动应急产业发展的政策支持体系。
During the transitional period, China is in the phase of frequent occurrence of emergent public events. Now it is an urgent need to improve the ability of ensuring public safety and replying to emergent events. At present, the notion of emergency in- dustry is in the original state, and the theoretic research and practical development of emergency industry is just getting star- ted in China. It is urgent to define the notion and the traits of emergency industry. However, the extension and category of emergency industry should be distinguished. And on the basis of public safety needs, the dynamic mechanism of emergency industry is supposed to be analyzed. The whole research will provide powerful foundation for the government to establish per- tinent policy system to support the development of emergency industry.
