摘要
针对当前我国大型医用设备集中采购中存在着最低价中标与保证高品质之间的矛盾、招投标文件编制不规范、配件和售后服务费用的转嫁等问题,提出了完善我国大型医用设备集中采购政策建议,包括发挥批量优势的同时,兼顾购置单位的特殊要求;充分发挥竞争采购的配套和补充作用;加强集中采购的配套政策;研究以电子商务为平台的现代采购信息网络体系;完善以政府采购为主导,行业采购为辅的行业采购模式。
In view of the current problems in large-scale medical equipment centralized purchase,this paper puts forward some suggestions to large-scale medical equipment centralized purchase,including exerting the supporting and complement function of competitive procurement,enhancing the supporting policy of centralized purchase,etc.
