摘要
影响农村稳定的一个重要因素是信访、特别是群体性上访事件。造成群体性事件的主要原因有两个方面,一是政府相关部门处置群体利益不当;二是个别群众在信访过程中只讲权利不讲义务。本文的调查显示,个别地方的群众将上访作为解决问题的常规途径,而上一级政府追求"零上访"的信访工作考核机制给基层政权带来较大的压力。因此,本文建议,要改革信访考核指标体系,明晰相关政府部门在处理上访问题时的权责,充分发挥调解的作用,疏通诉求表达机制,以此妥善处理和解决信访问题。
An important factor that influences the political stability in rural areas is the complaint reporting, especially the mass complaint events. There are two reasons that would cause those events. One is the improper handling of mass interests and rights by governmental departments. The other is the misunderstanding of the public. During the complaint reporting process, some people only concern about their own rights and interests but neglect their obligations and duties. In some areas, petition has even become the conventional approach to resolve problems. Moreover, the assessing mechanism of higher government for ＂ zero- petition appeal rate＂ brings about great pressure for grass -root governments. In order to properly handle complaint reporting problems,the article proposes to reform the petition evaluation system, clarify the powers and responsibilities of relative government departments, completely display the mediation functions, and smoothen the interest expression mechanism.
