摘要
根据"坚持以人为本,树立全面、协调、可持续的发展观,促进经济社会和人的全面发展"的科学发展观内涵,以权威机构典型观点的高频指标为基础、结合中国统计资料的现状和复杂系统评价的可观测原则,根据经济、生态、社会、人的全面发展、科学技术等五个准则构建了科学发展综合评价指标体系.运用平均值法、Boarda法和Compeland法三种组合方法对多种评价方法得到的不同结果进行组合评价,建立了基于循环修正思路的科学发展评价模型,并采用中国10个副省级城市的截面数据进行实证研究.本模型的创新及特色一是通过人均绿色GDP、国民幸福指数等指标反映科学发展观以人为本的核心,通过人均绿地面积、万元GDP综合能耗等指标反映全面协调可持续发展的科学发展观内涵.二是通过循环修正的组合评价方法,对我国典型的10个副省级城市的科学发展进行了评价,并找出了影响各副省级城市科学发展的主要因素.
According to the connotation of the human-oriented,comprehensive,coordinated and sustainable development concept,this paper constructed the comprehensive evaluation index system on the basis of the authoritative organization indices.Combining the current situation of statistics with the observable principle in complex systems,the index system is formed through five hierarchy rules,such as economy,environment, society,the human all-round development and the technological development.The scientific development evaluation model based on the circulating revision built,and then the model was applied to 10 sub-provincial cities level administrative regions of China.The contribution of this paper came from the following three aspects.Firstly,the principle of people-oriented concept was implemented by bringing Green GDP per capita index,the national well-being index.The fundamental connotation of the scientific development was reflected by leading the utilization output index of the greenbelt area per capita and the index of per unit GDP energy consumption.Secondly,this paper evaluated the scientific development of 10 sub-provincial cities using circulating revision,the result showed the main factors of scientific development.
