摘要
传统的政府环境管理措施在农村环境保护中的失灵,促使我们不得不寻求新的途径来应对日益严重的农村环境问题,而现实是,用以弥补政府失灵的市场机制,在农村环境保护中却往往缺失。文章从环境资源权属、农业资源价格、农业生态补偿、排污权交易及环境税费五个方面来论述市场机制在农村环境保护中的缺失。
The failures of the traditional environmental management measures from government in the rural areas of the protection of the environment have prompted us to seek new ways to deal with the increasingly serious environmental problems in rural areas, while the reality is the market mechanism, which cover government failure, to the environmental protection in rural areas still almost no involvement. This article researches market mechanisms in the loss of rural environmental protection from the ownership of environmental resources, agricultural resources, prices, agriculture ecological compensation, emissions trading and environmental taxes and fees on five aspects.
