摘要
在建构现代权利价值语境的基础上,通过对信息权利的理解,指出信息公平是在一定的历史背景及物质条件下,处于信息活动中的人们以公平、正义、平等理念为价值尺度来反映社会主体间信息关系平衡状态的价值/话语表述。得出信息权利与信息公平的内在联系——信息权利的宣示与践行是实现信息公平的程序化保障,以期在构建信息公平社会进程中,为实质与程序意义上的信息公平找到现实的制度依托与理论支撑。
This paper explains the connotations of information fairness on the basis of establishing the value context of modern rights, defining information rights and understanding the basic value idea of faimess, justice and equality. It points out that the intrinsic contact of information rights and information fairness declaration and exercise of information rights is the procedural guarantee in the realization of information fairness. The paper tries to make substantive and procedure information fairness find the backing of realistic system and the theoretical support in the process of establishing the information fair society.
