摘要
近年来,随着我国农村基本经济社会条件的重大改变,在很多地区已展开多种形式的土地流转尝试,以期提高土地资源的使用效益,实现生产要素的合理流动和配置。就土地流转的动因及流转中的突出问题展开讨论,提出:尊重农民意愿,科学评估土地价值,稳妥推进农村社会保障制度建设,发展农村土地流转合作组织及中介机构等举措是促进土地流转,实现适度规模经营的有效保障。
Recently,with significant change of our countryside basic economic and society condition,many kinds of forms on land flowing and transformation begin to attempt in many areas in order to enhance the operational effectiveness of land resource and realize production element＇s reasonable flowing and disposition. This article attempted to discuss on the prominent question of land flowing and transformation： Respecting the farmer wish, appraising land value scientifically, approving countryside social security systems construction, developing cooperative organization and facilitating agency of countryside land flowing and transformation. All of thoes were effective safeguard to promote land flowing and transformation and realize suitable scale management.
