摘要
PPP融资模式与其他融资模式相比较有着显著的优点,近些年得到了更加广泛的应用。在这种融资模式下,高速公路项目建设有其独特的风险。本文结合实例,按照项目管理中管理目标的方式,对承包商承担的风险建立风险因素评价集,进而得到模糊关系矩阵。并基于模糊网络分析法,考虑元素之间、层次之间的相互影响力,运用相对重要性隶属度函数计算权重,对承包商承担的风险进行更客观的评价。最后针对风险因素,研究风险策略,做出了详细的风险应对计划,为项目完工做好基础。
Comparing with the other financing models, Public-Private-Partnership （PPP） is widely applied because of its observable excellence. The expressway project construction has its own characteristic risk under the PPP financing model. An approach of establishing evaluating sets of risk factor which contractors＇ burdens is presented, then form into a matrix. Besides, based on the fuzzy analytic network process, Mutual influences of all elements at every level are taken into consideration using relatively important membership functions to calculate weight. Finally, a detailed plan is proposed to cope with the contractor risk.
