摘要
在分析农业保险面临的问题和形势基础上,提出当前农业保险气象服务的重点是为科学合理设计保险产品方案、提高保险勘灾定损的效率和效益、加强灾害预警减轻灾害损失等提供服务,并从建立农业保险气象服务规范和流程、数据库、业务系统平台、基本模型和方法等方面探讨了农业保险气象服务的基础技术能力。
Based on analyzing the facing problems and situation of agriculture insurance, it was suggested that the major focus of current agricultural insurance meteorological service were to provide scientific and rational design of insurance products, improve the effectiveness of disaster damage assessment and loss adjustment, strengthen the early warning to mitigate agriculture losses. From the aspects of establishing the meteorological service criterions and flow of agricultural insurance, databases, operating system platform, basic models and methods, the basic technical capabilities of meteorological services for agriculture insurance were discussed.
