Public Higher Education in California in the Perspective of the Systemization Development:the Historical Value of the 1960 Master Plan

摘要 1960年总体规划奠定了加州公立高等教育系统的制度基石,使加州建立起一个规模庞大、质量优异、职能明确、结构合理的公立高等教育系统。在总体规划的引领下,加州公立高等教育确立了系统化发展的基本模式,在实现高等教育的规模化、优质化、多样化和协调化发展方面取得了卓越成就,为区域高等教育实现大众化和普及,满足现代社会的多样化与规模化需求提供了借鉴。 Based on the 1960 Master Plan, a function-clear, structure-reasonable, enormous and outstanding public higher education system was formed in California. Under the Master Plan, California established the model of Systemization Development of Public Higher Education, and has made tremendous achievements in the quantity, quality, diversity and the harmony of each type of institutions. California sets a good example for those countries and regions that are committed to popularization of higher education.
