摘要 近10年我国长距离综合性大型调水工程发展迅速。通过工程手段优化了局部地区水资源配置,缓解了我国区域水资源时空分布不均缺水问题,部分置换了地下水超采并有条件地解决了城市和工业发展长期挤占生态或农业用水的问题。工程总体布局是通过建设条件调查和方案比选在水资源供需平衡分析与合理配置的基础上确定的,在输水规模和调水线路选择上综合考虑了调入调出区水资源现状与发展要求;而且,工程设计与审查更加注重生态环境保护、土地占用和移民等问题。总之,我国大型调水工程建设在处理复杂技术难题和实施效果方面均已达到世界先进水平。 The large and long-distance comprehensive water transfer projects have been promptly developed in the recent decade in China; with which the allocation of the water resources is optimized for the related local area through the engineering measures concerned, the water shortage caused by the regional uneven spatio-temporal distribution of water resources in China has been alleviated, i.e. the problems from the over-exploitation of groundwater and the long-period occupation of both the ecological water and the agricultural water from the urban and industrial developments have been partially or conditionally solved. The general layouts of the projects are all determined on the basis of the equilibrium analysis on supply and demand and the reasonable allocation of water resources through investigation of the construction condition and the comparison of the scheme, and then the status of water resources and the developing demands from both the transfer-in and the transfer-out areas are comprehensively considered for the selection of the scale and the route of water transfer project. Moreover, more attentions are taken on the eco-environment protection, land occupation, resettlement etc. during the project design and review. Generally, the construction of large water transfer project in China has reached the world advanced level in the aspects of treatment of complicated technical problems and the effect of the project implementation.
