摘要
根据日汪双方签订的《日华新关系调整要纲》及《秘密谅解事项》,汪伪政府须聘请日本人担任军事、财政、经济、技术等方面的顾问。然而文本和现实之间相距甚远。日本顾问和辅佐官进入汪伪政权内部,与日本大使馆、特务机构、支那派遣军总司令部相配合,并利用各级伪府汉奸,制造了一个巨大而严密的监控网络。
According to “Adjustment Outline of New Relations between Japan and China” and “Secret Forgiveness Item” signed by Japan and Wang puppet government, the Wang puppet government must retain Japanese as consultants on military, finance, economy and technology. However, there was great difference, between the text and the reality. Japanese consultants and assistant officials who entered the Wang puppet regime, cooperated with Japanese embassy, the spy office, the general headquarters of Japanese troops invading China, using all kinds of traitors, to make one huge and strict monitoring network.
