摘要
发行地方公债会带来一系列的潜在风险。制度的一个重要的功能就是减少不确定性和降低成本。为了避免或减轻发行地方公债的负面效应,地方公债的制度安排必须以债务风险控制为核心,做好地方公债的发行、使用、偿还等各环节的风险防范。
Issuing local government bonds may bring about potential risks while one important function of institution is to lower uncertainty and reduce costs. In order to avoid or lessen the side effects of issuing local government bonds, the institutional arrangements for local government bonds must be centered on debt risk control;meanwhile, our country must achieve risk prevention in local bond issuance ,use ,reimbursement.
