摘要
村容建设中行政村和乡镇政府在建设意识上有共性和分歧;在建设能力上有优势和缺陷,是营建"行政村-基层政府"村容合力建设机制的客观逻辑。合力建设机制产生凝结力的措施有统一建设思想、整合行政村和基层政府的建设能力、建立项目合作与任务分解的工作机制、寻求外援、合理分配建设共同体的群体角色;保障行政村和基层政府良性互动和密切合作的措施有群体沟通、群体决策、群体规范、强化角色意识、建立安全阀制度。利用合力建设机制开展村容建设工作,要正确认识合力建设机制、充分尊重村民主体地位、明确利用目的、注重适应性利用。
During the construction of a clean and tide village, the administrative villages and grass--roots government have both similarities and differences on the sense of construction, and there are also some advantages and disadvantages on their construction capacity. These characteristics make the reason necessary and sufficient to set up a cooperative construction mechanism of ＂administrative villages-the grass-roots government. ＂ The main measures to produce cohesion of the cooperative construction mechanism are the following.unify the construction ideas,integrate the construction capacity of the administrative villages and grass-roots government, establish a working mechanism of the project cooperation and task decomposition;seek aid from outside, and build rational allocation of community rote. The main measures to secure the positive interaction and close cooperation of the administrative villages and grass-roots government include： group communication; group decision-making; group norms; strengthen the awareness of the role, establish a safety-value system. In making use of the cooperative construction mechanism to carry out the construction of a clean and tide village,we should build up a correct understanding of it; fully respect the main status of villagers ; clear the using purpose and pay more attention to the use of adaptation. And all this will show the special performance of the cooperative mechanism on constructing a tidy and clean village.
