摘要
经过多年探索,我国建立了"以县为主"的义务教育管理体制,县级政府在提高教育质量、促进教育公平中承担了重要责任,但其在履行相应责任时却还面临诸多困境。究其原因,主要有:各级政府间责任配置的不明确以及教育行政管理部门缺乏适当权力等。因此,需要明确"以县为主"义务教育管理体制中各项责任的执行主体,在分工协作的前提下,扩大教育行政管理部门责权范围。
After several years＇ exploration, we have set up ＂county-based＂ management system of compulsory education. However, local government is confronted with some difficulties when they carry out the educational responsibilities. The main reasons come from the unclear responsibilities and configurations among all levels of governments, comparatively weak position of educational institutions which can＇t express the educational demand. Besides, the existence of the power division of the administrative system makes it inconsistent. Thus, we should clarify all levels of governments＇ responsibilities in ＂county-based＂ management system of compulsory education and expand the power of educational institutions based on division of labor and collaboration.
