摘要
"加强城乡卫生监督机构能力建设"是完善我国卫生监督执法体系所面临的紧迫任务。文章以街头官僚理论为视角,分析研究了一线卫生监督执法者及其工作特性、归纳总结了卫生监督执法者的街头官僚行动逻辑,认为有必要从激励与约束两个维度、自律与他律两个途径着手构建综合应对机制,控制卫生监督执法者自由裁量权、提振其士气、促使其坚守责任,在全面、准确履行国家公共卫生和医疗服务监督职能的层面上,实现加强卫生监督执法机构能力建设的政策目标。
It is an important task to strengthen capacity building of health regulation institutions now. The paper holds that controlling the behavior of health regulators is helpful to implement the function of both public health and medical service regulation in our country. The paper explores the characteristics and behavioral logics of first - line health regulators from the perspective of street - level bureaucrat theory and puts forward the main methods of controlling their behavior.
