摘要
PPP项目的风险管理是非常重要和复杂的,从实践中吸取经验和教训是提高风险管理水平的重要途径之一。本文通过对中国PPP项目失败或出现问题案例的汇总分析,从中找出导致这些项目失败或出现问题的主要风险因素,对其产生原因和内在规律进行深入分析,并为规避和管理这些风险提出了相应的措施建议。
Risk management of PPP projects is very important while complex. Learning lessons from practices is one of the useful means. Some unsuccessful PPP projects in China were reviewed in this paper in order to identify the critical risk factors. Based on the analysis of the reasons and relations among these risk factors, advices on avoiding and better managing the risks associated with PPP projects in China were then proposed.
