摘要
全球化是一个不断整合与不断分化同时进行的过程,这一矛盾过程导致了经济全球化张力的产生。由经济全球化张力引发的国际经济、政治、社会的变化对各国政府的管理能力提出了前所未有的挑战,尤其是对于那些社会和市场功能还不完善的政府而言。经济全球化张力不仅仅是简单地影响了各国的对外经济贸易活动,而是在很大程度上改变了各国政府权力运作的环境。所以,面对经济全球化的张力,我国政府必须充分认识和理解自己在全球化进程中所肩负的责任,找准自己的战略定位,合理利用四种战略选择,真正提高政府的竞争力,发挥政府在全球竞争中应有的职能。
The globalization is a simultaneous process of unceasing integration and unceasing separation, and such contradictory process has caused the production of economic globalization tensity. However, the international economic, political and social changes initiated by economic globalization tensity proposes an unprecedented challenge to the government management capacity of all the nations, particularly to the developing countries and those governments with imperfect social and market functions. Moreover, the economic globalization tensity has not simply affected the foreign economical trades, but in particular greatly changed the environment of government operations. Therefore, facing to economic globalization tensity, our Government must fully understand its responsibility in the globalization, find its own strategic orientation, rationally use four kinds of strategic choices, truly enhance its government competitiveness, and play its proper functions in the global competition.
