摘要
马来西亚地处热带，盛产棕榈油，因此较早地研发和使用了棕榈油生物燃料，还出口到欧美、日本、韩国等国家，而马来西亚生物燃料政策推动了这一进程。本文考察马来西亚生物燃料政策制定的背景、内容和影响。和世界各国发展生物燃料的背景一样，马来西亚生物燃料政策的制定也有能源、环境、经济3个方面的诉求，但是相对而言，经济的因素或者说保持棕榈油的价格稳定显得更为重要。马来西亚通过各种政策鼓励生物燃料的发展，生物燃料在给人们带来希望的同时也带来隐忧。
Our world is facing the problems of energy shortage, worse environments and bad economies. Many countries consider renewable energy to be the way-out. Bio-fuel is a kind of renewable energy and has gained enough attention by every country. Malaysia as well as other states have put forward their policy on biofuel. What is different is that in Malaysia the bio-fuel is almost the synonym of palm bio-fuel. Malaysia is rich in palm oil and has a mature industry of palm bio-fuel, which is due to the assistance by the Malaysian government. This article will analyze the background, the content and the impact of Malaysian bio-fuel policy.
